Position: Sr. Project Manager – Transformation Office (TMO), Global Risk Management (GRM)
Story Behind the Need Business group:
The roles sit within the Global Risk Management (GRM) Transformation Office – Project Management Office (PMO). This team is responsible for delivering a portfolio of strategic initiatives that support enterprise-wide risk transformation objectives.
The PMO includes approximately 5–8 Project Managers, along with Business Analysts (BAs) and Project Control Officers (PCOs), working collaboratively to deliver GRM programs. Initiatives are funded either through the Strategic Investment Portfolio (SIP) or the Transformation Program Office, and are executed in alignment with Scotiabank’s Enterprise Delivery Framework (EDF) standards.
The team focuses primarily on business-led transformation initiatives (as opposed to technology-heavy programs), ensuring consistent, disciplined project delivery across multiple risk domains.
Projects: Project assignments are dynamic and based on evolving business priorities within GRM. Current key initiatives include:
Third-Party Risk Modernization (TPRM)
A high-priority transformation program focused on modernizing third-party onboarding processes, enhancing risk controls, and implementing updated systems. This initiative is currently in the execution phase and involves cross-functional coordination across risk, operations, and technology teams.
Capital Model Development (IRB/AIRB)
Programs focused on rebuilding and enhancing capital models using Internal Ratings-Based (IRB) and Advanced IRB (AIRB) methodologies. These initiatives support regulatory compliance and improved risk measurement capabilities and are also in the execution phase.
The successful candidate may be deployed across one or more of these strategic programs, depending on priorities and expertise.
The Senior Project Manager establishes and directs the strategic program or projects which have been assigned. These are business focused with minimal technology project management activities. They include (but are not limited to) meeting regulatory and audit requirements, business process changes, operational efficiency improvements, process reengineering, and infrastructure upgrades and deployments. Such strategic projects are often highly complex and large-scale in nature, spanning multiple functions and/or business groups/Lines of Business (LoBs). The Senior Project Manager holds the primary project relationship with Program Director/Senior Managers and executives (in consultation and partnership with other stakeholders such as relationship managers, technology, and portfolio managers),and ensures that a successful business outcome is the prime measure of success.
Typical Day in Role:
• Ensures program/project milestones and schedule accurately reflect the delivery commitments of subsidiary projects. Ensures an overall integrated delivery plan is developed, maintained, and communicated.
• Directs strategic projects within the lines of business and provides integrated management of subsidiary projects and internal or external stakeholders.
• Accountable for the end-to-end projects assigned (including related sub-projects).

• Provides visibility to program/project level issues and risks and ensures they are identified, quantified, managed and tracked. Ensures management of those issues and risks abide by the Transformation Office (TMO) standards and framework and the respective escalations occur as needed. Monitors project level issues and risks and ensures relevant sub-project issues are exposed at the program level. Facilitates resolution of core issues between multiple executive stakeholders where required.
• Ensures program/project commitments are achieved within agreed on scope, time, cost, and quality parameters.
• Manages overall program/project budget and ensures supporting budgets are tracking financial budget and actuals.
• Ensures development of required project artifacts including project charter(s), and management plans (resource, risk management, quality management, communications management, etc.), and related PM artifacts, while complying with applicable enterprise delivery framework standards.
• Negotiates complex contracts with external vendors (in consultation with Strategic Sourcing) to ensure receipt of specific resources and materials, as well as best value for the Enterprise. Ensures day-to-day vendor relationship management occurs (including monitoring performance, reviewing, and approving vendor invoices)
